II. Legal Basis

1. National Security Management Ordinance of Foreign Construction  Project in Sichuan Province;

2. Implementation Advices  of the National  Security  Management Ordinance of Foreign Construction Project in Sichuan Province;

III. Processing Procedures

Step 1: Owner of  the  property  presents the foreign  sale  application  to the Chengdu  National  Security  Bureau  window   at the Government  Affairs Service Center along with  all relevant materials. Staff at the window  will conduct preliminary checking and accept the application.

Step 2: Within 3 working days after the  application, the Chengdu National Security Review Office  of overseas construction projects (NSRO) will carry out the inspection  and, upon completion  of inspection and satisfied with  the result,  the window  staff  will issue  the Opinions  on National  Security  Item Assessment.

IV. Application Materials

1. Export   sales application  and buyer  registration form  (to be filled  in at the window,  two copies).

2. Property ownership  certificate,  identification  of the property owner  and identification  of buyer  (original  and duplicate  copy,  two copies  each;  and the official  agreement for overseas sales from  the NSRO if the property was completed after 2002).

V. Remarks

1. For  property completed after 2002,  official  agreement for  overseas  sales from the NSRO is required before foreign sales of said property can be engaged.
